Kenya

Kenya has a long textile history, with the textile and clothing industries contributing to employment creation and poverty reduction. In order to promote businesses, Export Processing Zones were founded in 1990 to further integrate Kenya into the global supply chain, attract export-oriented investments, and achieve the economic objectives of job creation.

AGOA (African Growth and Opportunity Act) provides duty-free and quota-free treatment for apparel articles and other commodities exported across Africa to the USA and Canada. Kenya also enjoys a duty-free agreement with Europe.

Bangladesh

Bangladesh has emerged as giant in the world’s Textile and Apparel market, exporting its apparel products to the USA, EU, Canada, and most of the Scandinavian and Middle Eastern countries. It is currently the 2nd largest apparel supplier to the USA and EU countries. The industry accounts for 83% of total exports, and employs more than 4.5 million people. Bangladesh is the unbeatable global supplier for basic and semi basic knit and woven wear, due to its strength of low cost labor and GSP/LDC facilities.

There are approximately 2,500 export oriented, ready-made garment industries in Bangladesh, mostly clustered in Dhaka and Chittagong. This offers buyers the ability to easily choose the right manufacturers and exporters throughout the year.

Bangladesh enjoys duty-free access to the EU, Canada, Japan, Argentina, Mexico and Brazil, if the garment is produced (1 stage) in the country. Under this arrangement, nearly all knitwear and woven wear items are exported to these countries duty free.

Myanmar

Myanmar has a comparative advantage in labor-intensive industries, including apparel sewing, however, sanctions from the West have prevented its apparel industry from growing into a leading economic industry such as in Vietnam, Cambodia and Bangladesh.

Myanmar has been able to successfully increase its exports to Japan and South Korea, which did not impose sanctions, even during military rule. The growth of apparel exports to these markets clearly shows Myanmar's comparative advantage. Cambodia

Cambodia's garment industry has grown rapidly since 1997, when Cambodia was granted Most-Favored Nation (MFN) status by the US, and signed a framework cooperation agreement with the EU that allowed access to EU markets under the Generalized System of Preferences (GSP).

Cambodia began to face MFA quota restrictions in the US market in 1999, when a bilateral three-year Trade Agreement on Textiles and Apparel (TATA) was signed. In 2002, the TATA was extended to the end of 2004, i.e. the end of the ATC transition period. Also in 1999,a three-and a-half-year EC-Cambodia 'Textile Agreement' came into force, which gave Cambodia duty- and quota-free access to EU markets for T&G products subject to rules of origin requirements being met. Quota restrictions in the Canadian market were removed in 2002, and Cambodia now enjoys quota- and duty-free access to this market as well.

Tanzania

Tanzania is a major cotton producer with the expertise and infrastructure to sustain the spinning, weaving and manufacturing elements of the value chain. Tanzania can be a base for vertically integrated textile and garment operations.

Tanzania enjoys duty- and quota-free access to many countries around the world:

  • US market through the African Growth and Opportunity Act (AGOA).
  • EU markets -Tanzania, as part of EAC, has an interim Economic Partnership Agreement (EPA) in place with the European Union (EU). This guarantees tariff-free access to EU markets.
  • Southern African Development Community market, (SADC), the Common Market for Eastern and Southern Africa (COMESA) market and the East African Community (EAC)market as a part of African Free Trade Zone (AFTZ).
  • Canada market - duty benefits under the LDCT agreement (least Developed Country Tariff).

EPZA (Export Processing Zone Authority) Encourages investment in Tanzania whereas holders of EPZA license imports raw materials and capital goods duty and tax free.

Tanzania has two ports on the cost of the Indian Ocean. That enables importing raw materials from the Far East and Indian subcontinent. Direct vessel availability from these destinations also allows for shorter lead times.

Tanzania Textile Development Unit (TDU) invests in textile workers, raising awareness of factory owners as well as the monitoring of workers' rights. Power costs in Tanzania are cheaper than in most of the Sub-Saharan countries in Africa.

Laos exports ready-made garments to 42 countries. As one of the 49 least developed countries (LDP), Laos is granted duty-free and quota-free market access to certain developed countries under the generalized system of preferences (GSP).

Vietnam

Vietnam is the most politically stable country in the region, and has declared its commitment to growing the textile industry for the benefit of its population and its GDP. Textile is currently the second biggest export sector, accounting for more than 20% of all manufacturing output, and employing over 1.6 million workers. The private sector owns the majority of the garment sector and has managed to invest and develop an impressive vertical infrastructure for all types of textile products.

The vast majority of garments are exported to the USA, followed by Japan and the European market. The Vietnamese workers are known for their fast learning abilities, stability and high efficiency. A duty-free agreement with the USA is currently in the advanced stage of negotiations.
